    Roger Phillips Principal - CEO
    Roger has over 20 years of experience in the acquisition, development and management of multi-family and student housing properties throughout the U.S.

    Career highlights include:
    – Acquired, Developed and disposed of approximately $750 million in conventional and student housing real estate throughout the U.S.
    – Closed financings including tax-exempt bonds and conventional including Agency and HUD.
    – Worked for national student-housing firms including JPI and American Campus Communities and CLV(former Century Development)
    Roger holds a bachelor’s degree in Business Administration from Louisiana State University.
  • Sandy Phillips
    Sandy Phillips Principal of THP PM Group, LLC (Management)
    Sandy has over 20 years of multi-family and student housing property management experience. She has held positions with national student housing firms including Ambling Companies and Campus Living Villages.

    Career highlights include:
    – Current oversees an 8-asset portfolio valued at approximately $200M.
    – Spearheaded operational repositioning of multiple projects with values in excess of $200M.
    – Served in successive property management roles, from leasing agent to property manager of several multi-family and student housing assets.
    Sandy attended Louisiana State University and received a bachelor’s degree from the University of New Orleans. She is CAM Certified.

    As a tenured member of the Texla Housing Partners team, Jeddie’s diverse background brings next generation leadership and innovation to Texla’s Operations Platform. Jeddie has over 10 years’ experience in the oversite of Student Housing, Conventional, and Value-Add assets where she has been recognized as an industry leader and awarded for her accomplishments in the maximization of revenue and stabilization of assets from Class-A to Value-Add.

    Career highlights include:
    – Directed successful capital improvement programs on Conventional Assets of 300+ units and Student Housing Assets of 600+ beds
    – Recruited and hired onsite teams and implemented training and mentoring programs which motivated individuals to consistently exceed operating goals measured by established metrics.
    – Led JV assets from acquisition to disposition increasing revenue, occupancy and assuring operational excellence leading to significant value increases as much as $20M in 2 years.

    Jose brings 8 years of experience to Texla Housing Partners with a strong background in Multi Family housing focusing on Student Housing Management. His strong understanding of the student life and natural ability to lead successful leasing and marketing campaigns has directly resulted in his consistent achievements and success in the industry – 100% occupancy year over year.

    Career highlights include:
    – Through strong leadership and market understanding, he has lead the leasing initiatives under his direction to achieve 100% occupancy success 4 years in a row.
    – With a consistent focus on the resident life expectations, he has continued to drive the retention focus of his campaigns to grow year over year increasing his 2017 campaign from prior year by 10%, achieving a market high of 45%.
    – Over the course of his career, he has developed his leadership to cultivate healthy & motivated teams that gave direct result to the success of his campaigns.
    – As the student housing market has evolved, he has taken a strong initiative in engaging the student culture by implementing the most relative programs, marketing materials, and setting the standard in resident functions.

  • Paul Kratzer
    Paul Kratzer Director Capital Projects & Sponsoring Broker
    Paul is a 27 year veteran of the Commercial real estate industry working as an asset manager and disposition officer for developers and national portfolio owners of apartment, office, retail and self storage properties and as a commercial mortgage banker. Some of Paul’s career highlights include:


    – Experienced mortgage broker originating conduit and conventional loans for commercial properties
    – Responsible for acquisition and subsequent disposition of performing, sub and non-performing commercial loans for FDIC, RTC and private investors
    – Progressed from accountant to GM for H.C. Partners in Lafayette, LA responsible for over 2,500 multi-family units
    – Project Manager for MOB, Industrial Warehouse and Retail center developments with asset values at approximately $25M.
    – Veteran of the U.S. Air Force
